New 'Alcohol and Tobacco Dealer' license: let us support you

What will change for you?

Since May 1, 2025, the new "Alcohol and Tobacco Dealer" license was introduced. It replaces three existing licenses and professional declarations:

• the license 'Ethyl alcohol and alcoholic beverages - Dealer';
• the professional declarations '108' and '109' for manufactured tobacco and raw tobacco;

and henceforth applies to dealers in products assimilated to manufactured tobacco, such as e-liquids and heated tobacco products.

Why is there a new permit?

The new permit thus replaces three separate permits previously required. This means that the registration at the General Administration of Customs and Excise significantly easier becomes.

Through this consolidation, the administrative formalities for you as a trader are not only clearerbut also more efficient. This will help you comply with customs regulations faster and more correctly, ultimately allowing you to saves time and costs.

When do you need to apply for this permit?

• If you alcoholic beverages or ethyl alcohol sells that have already been knocked out to consumption in Belgium
• If you tobacco products or similar products sold
• If you raw tobacco trades

Caution:

• Pour you only alcohol on the spot? Then you are exempt.
• Do you also take-away or home delivery? Then registration is required.

Transition period

There is a transition period until Oct. 31, 2025. By November 1, 2025, each affected merchant must be in compliance with the new license.
