Have you created your 2025 training plan yet? After all, the March 31, 2025 deadline is fast approaching! What is also new is that the training plan - as well as the earlier 2023 and 2024 plans - must be submitted to the government online.
In previous articles, we already discussed in more detail the content and importance of such a training plan within your company.
With the approaching deadline for the 2025 training plan, we would like to give you the most important guidelines through this article. In addition, we will also briefly go over some other novelties in the field of training, so that you as an employer are once again completely up-to-date with the latest developments.
Training plan: how was that again?
A training plan brings the training needs of your staff and describes what training you provide as an employer, including target groups.
Such a training plan is mandatory For all employers with at least 20 employees employed and must annual be drawn up.
Although as an employer you have the freedom to decide what training you offer, the training plan must include at least the following elements:

An overview of the formal and informal training you offer;

Address the "gender dimension/gender equity" within your training policy;

Additional focus on certain high-risk groups (such as those over 50, workers with disabilities and bottleneck occupations).
Don't have a works council or union delegation within your company? Then you must submit the plan to your employees before March 15. The final version must be finalized by March 31 at the latest.
New: online training plan submission
In addition to effectively formatting the training plan, you are now mandatory to create a copy of this Submit online to the government. With the appointment of an official who will monitor these plans, it is no longer enough to keep the plan only within your company.
Submitting can be done easily through the website of the FPS WASO.
Caution: this obligation applies also for the previously prepared plans of the years 2023 and 2024. So be sure to submit these training plans online as soon as possible as well!
For training plans starting in 2025, the normal deadline of 1 month from the entry into force of the plan.
Impact federal coalition agreement 2025-2029?
The new federal coalition agreement also provides for some changes in the area of training.
Thus, the Federal Learning Account (FLA) in full abolished. In its place, the government wants to introduce a new system that is less administratively burdensome, although no concrete alternative is currently known.
Until then, it remains appropriate to keep an internal record of all courses taken, such as in a simple Excel file.
In addition, the so-called "individual training right" retained, but its application is more flexible and there will be a partial collectivization provided. Since 2023, every employee in a company with at least 10 staff members is entitled to a minimum number of training days. This can be detailed both at the sector level and within the company itself.
For now, there is no further concrete information on exactly how these changes will be implemented. We are monitoring this and will update you as soon as there is more clarity.
